A Collaborative Consumption Digital Platform for Government Organizations using Design Science

The growth of digital technologies that enable the sharing resources, underutilized assets, and services, is bringing new ways shared consumption commonly called “sharing economy” or “collaborative consumption”. This study used a design science paradigm elaborated action method (eADR) to develop consumption” (CC) artifact under government (G2G) domain towards improving resource limitations in developing country contexts. Ethiopian WoredaNet project was as case study. evaluated using post-study system usability framework ( n = 35) reveal its practical usefulness limitations. A principle also elicited: intentionally elicit user responses for unfamiliar innovations. recommends policymakers low-income countries (LICs) create sharing-capable policies G2G domain, consider extending it non-government organizations citizens. Overall, findings contribute Information Systems discourse practice by identifying importance novel CC platforms optimize resources LICs. contributes eADR research cycle not strict requirement but helpful an entry point into efforts.
